On 18-19 November, a delegation of the Department for the Execution of Judgments took part in a high-level round table on the execution of judgments of the European Court of Human Rights in relation to Montenegro.
The Vice-President of the European Court of Human Rights provided an introductory address at the event, whose participants included the Deputy Prime Minister for Justice and Anti-Corruption, the Presidents of the Constitutional Court, the Supreme Court, the Commercial Court, and the Administrative Court, as well as the Supreme State Prosecutor, the Ombudsman, the Deputy Director of the Institute for enforcement of penal sanctions and the Chief Police Inspector at the Department for support to organisational units, improvement of work and analytics of police. Moreover, some 90 judges, clerks, legal advisors, prosecutors and other public officials, attended the two-day event.
The Department presented the work, practice and procedures of the Committee of Ministers and the role of the Department in the process of execution of judgments of the European Court of Human Rights. It also took part in panels discussing the implementation of individual and general measures currently under the supervision of the Committee of Ministers in different cases, including those in judgments concerning the non-enforcement of domestic judicial decisions against socially/state-owned companies (Dedić and Others group), and length, reasoning and conditions of pre-trial detention (Bigović).
The event was organised in cooperation between the Office of the Representative of Montenegro before the European Court of Human Rights and the Council of Europe Programme Office in Podgorica, through the joint European Union and Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye.” – Action “Strengthening accountability of the judicial system and enhancing protection of victims’ rights in Montenegro”.
