On 13 October 2026, the Department for the Execution of Judgments of the European Court of Human Rights met in Strasbourg with the Government Agent of the Republic of Moldova. The Permanent Representative of the Republic of Moldova to the Council of Europe and his deputy also attended the meeting.
The meeting provided an opportunity to discuss the outstanding issues in cases under the supervision of the Committee of Ministers, with particular focus on those under enhanced supervision, ahead of their examination by the Committee in December 2026. The Government Agent presented their action plan for execution of judgments and outlined their priorities for the upcoming years.
Discussions also focused on the draft law on compensation for damage caused by unlawful acts during criminal and administrative proceedings, in the context of the Șarban group. In particular, the Department reiterated the need to ensure that the right to compensation is extended to all individuals against whom coercive procedural measures have been applied in breach of Article 5 of the Convention, in line with the Committee of Ministers’ requirements.
