Revision of the European Convention on Transfrontier Television (Consultation, Strasbourg 25-27 February 2009): work in progress

Parties to the Convention, representatives from observer States, the Parliamentary Assembly and major stakeholders continued their consultation on the revision of the Convention on Transfrontier Television (CETS 132). Discussion extended to Recommendation 1855 (2009) of the Parliamentary Assembly “on the regulation of Audiovisual Media Services” and allowed the 29 participating parties to come close to a common position. The agreements reached (reflected in document
T-TT(2008)003rev) will permit the drafting of an amending protocol to the Convention which, together with the amendments proposed to its explanatory report (doc T-TT-GDR (2008)002rev5), will be examined by the Standing Committee during its 44th meeting (to be held on 11 and 12 June 2009) with a view to their submission to the Committee of Ministers for adoption.

The aim of the revision is to widen the scope of the Convention to new audiovisual media services (on-demand services) taking account of the developments in the field of television broadcasting. The general spirit underlying the revision is to harmonise the Convention as much as possible with the EU Directive on Audiovisual Media Services while addressing at the same time other issues within the remit and values of the Council of Europe.
