Guidelines for the development of intercultural competence in education

The development of a Council of Europe framework document on the integration of the development of intercultural competence in the core of education will build on the work results of previous years such as the publication “Intercultural competence for all” and the development of indicators and descriptions of observable behaviour as well as on the work of other, related projects in education at the Council of Europe, notably the development of the Autobiography of Intercultural Encounters and the most recent finding in the domain of mutual understanding in a diverse world.

The document shall contain the rationale for the development of intercultural competence, a definition of intercultural competence, a workable and coherent list of elements which make up intercultural competence, with descriptions of observable behaviour as indicators; furthermore it shall contain the description of appropriate and effective strategies (pedagogy, methodology) for the development of intercultural competence in different educational contexts and the implications for the different groups of actors involved .

A working group will produce a first draft by the end of 2012.
