States Parties' obligations under the Charter 

Submission of periodical reports on the application of the Charter

Each State Party must submit a periodical report to the Secretary General of the Council of Europe every three years, explaining their policies and the action they have taken to fulfil the commitments they have undertaken.

The first report is to be submitted within one year of ratification, and subsequent reports must be submitted every three years.

Outlines for periodical reports

The reports must be drafted according to the outlines adopted by the Committee of Ministers of the Council of Europe, which set out the structure of the state reports. Two such outlines have been adopted, one for the initial periodical report, and one for the three-yearly reports thereafter:
