• Learning and living democracy for all (2009)

We human beings are not born with certain values. Our values are being shaped during our lifetime. The Council of Europe is committed to helping young people to become the standard bearers of Europe’s heritage of democracy and human rights. Working together with member states, the organisation seeks to develop among Europe’s children an understanding of the importance of democratic participation and respect for human rights. This video describes the key elements of the Organisation's activities in this field in 2006-2009.

None of us are born with a natural instinct for living democratically. It is a skill that needs to be learned. The Council of Europe has played a role safeguarding democracy throughout its history. And now it leads the way in teaching democratic citizenship.
