Bullying in schools is a worldwide problem that can have negative consequences for the general school climate and for the right of students to learn in a safe environment without fear. Bullying is the consequence of aggressive behaviour that has to be stopped and prevented. The Council of Europe is committed to helping young people to become the standard bearers of Europe’s heritage of democracy and human rights. Working together with member states, the organisation seeks to develop among Europe’s children an understanding of the importance of democratic participation and respect for human rights.
