On 3 May 2010, the Council of Europe awarded its Pro merito medal to Dr Reinhild Otte, Chair of the Ad hoc Advisory Group on Education for Democratic Citizenship and Human Rights, for her long-standing commitment to the work of the Council of Europe in the field of education.

Dr Otte, from the Standing Conference of the Ministers of Education and Cultural Affairs of the Lšnder in the Federal Republic of Germany, has been an active supporter of various CoE inter-governmental co-operation programmes since the 1980s. In particular, she contributed, as an expert and member of various groups and committees, to the programme on Lifelong Learning and Adult Education.

For many years, Dr Otte played an active role in the CoE teacher training programmes, including the European Seminars organised at the Academy of Bad Wildbad in close cooperation with the authorities of Baden-Wurttemberg (Germany), previously known as “Donaueschingen European Seminars”. More recently, Dr Otte was a Vice-Chair of the ad hoc committee of experts for the 2005 European Year of Citizenship through Education (CAHCIT), and her commitment and professionalism contributed to the success of the “Year”, which was strongly supported in many member states. At present, she is a Chair of the Ad hoc Advisory Group on Education for Democratic Citizenship and Human Rights (ED-EDCHR) (2006-2010).
