Terms of reference
CL-CEDH (Liaison Committee with the European Court of Human Rights)
The Liaison Committee was set up in April 2000 (CM/Del/Dec(2000)706/4.1), with the following terms of reference:
The Liaison Committee is a body for dialogue and communication between the Ministers’ Deputies and the European Court of Human Rights on the future of human rights protection in Europe and on questions affecting the European Court of Human Rights.
Others may attend meetings on the proposal of the Chairman after consulting the Court.
The Chair of the Liaison Committee shall be designated according to the procedure adopted for the designation of Chairs of Rapporteur Groups of the Ministers' Deputies.
Meetings of the Liaison Committee shall be convened by the Chair. The Court may make proposals concerning the holding of meetings.
The Chair may hold preparatory meetings with the Deputies.
The draft agendas for meetings of the Liaison Committee shall be agreed in advance with the Court.
The Liaison Committee may place on its agenda items under consideration by Rapporteur Groups, after consultation with the Chair of the relevant group, where the purpose of including such items is to hold a dialogue between the Ministers’ Deputies and the Court.
The Chair will see to it that, when discussions in the Liaison Committee give rise to administrative or budgetary considerations, provision is made for consultation with the Rapporteur Group on Programme, Budget and Administration (GR-PBA).
The Chair shall ensure that the judicial independence of the Court is respected in the proceedings of the Liaison Committee.
