The Secretary General of the Council of Europe, Thorbjørn Jagland, has commented on the Russian Constitutional Court’s decision on the implementation of the judgment of the European Court of Human Rights in the case of “Anchugov and Gladkov v. Russia” regarding the rights of prisoners to vote:
“Today’s judgment of the Constitutional Court suggests that there is a way to resolve the issue through a change of legislation which would alleviate the existing restrictions on the right to vote.”
Jagland also noted the Constitutional Court’s statement that Russia was and remains integral part of the European legal space, which commands an equal dialogue and readiness to compromise.
“I now call on the Russian parliament to draw on the Constitutional Court's judgment and consider appropriate solutions in order to implement the judgment of the Strasbourg Court”, he said.
