Round table on re-opening of judicial proceedings  as one of the national mechanisms for the execution of judgments of the European Court of Human Rights was held in Kyiv  on 28 October 2016

On 28 October 2016 in Kyiv, a round table on excessive length of civil and criminal proceedings in Ukraine in the context of the case-law of the European Court of Human Rights was jointly organized by the Supreme Court of Ukraine and the Council of Europe project “Support to the implementation of the judicial reform in Ukraine”.

The event was attended by the President and judges of the Supreme Court of Ukraine, President of the High Specialized Court of Ukraine for Civil and Criminal Cases, Deputy President of the High Commercial Court of Ukraine, members of the Council of Judges of Ukraine and High Council of Justice, judges of the local and appellate courts, Government Agent before the European Court of Human Rights, representatives of the CSOs Ukrainian Helsinki Human Rights Union and Kharkiv Human Rights Protection Group, as well as representatives and experts of the Council of Europe.

During the event Mr Abel Campos, Registrar of the First Section of the European Court of Human Rights, informed the participants on the case-law of the European Court of Human Rights as regards the examination of the new applications concerning non-execution of previous judgments of the European Court of Human Rights. Mr Pavlo Pushkar, Head of Division of the Department of the Execution of Judgments of the European Court of Human Rights, spoke about the supervision of the Committee of Ministers of the Council of Europe over the individual measures in part of reopening of judicial proceedings following the judgment of the European Court of Human Rights.
Ms Nina Betetto, Vice-President of the Supreme Court of Slovenia and member of the Bureau of the Consultative Council of European Judges, presented Slovenian practice on reopening of judicial proceedings in cases where the European Court of Human Rights found the violation of the European Convention for Human Rights.

Ms Myroslava Antonovych, Director of the Center for International Human Rights and an ad hoc judge of the European Court of Human Rights, presented to the participants results of the monitoring of decisions of the Supreme Court of Ukraine delivered in cases where the European Court of Human Rights found a violation of the European Convention for Human Rights.

The participants of the round table discussed theoretical and practical aspects of reopening of the proceedings following the judgments of the European Court of Human Rights, and exchanged views concerning possible ways of improvement of the existing mechanisms so as to ensure more effective execution of judgments of the European Court of Human Rights.
