On 22 November 2016, the round table on the national mechanisms for the enforcement of judgments of the European Court of Human Rights, with a special focus on the role of judiciary in this process, was held in Kyiv, Ukraine. The event was organized by the Council of Europe project “Support to the implementation of the judicial reform in Ukraine” jointly with the Committee of the Verkhovna Rada of Ukraine on Legal Policies and Justice and the Government Agent before the European Court of Human Rights.

The round table was attended by the members of the Parliament of Ukraine, representatives of the Cabinet of Ministers of Ukraine and of the Ministry of Justice of Ukraine, by judges and representatives of the Constitutional Court of Ukraine, the Supreme Court of Ukraine, three high specialized courts of Ukraine, by the Head and members of the Council of Judges of Ukraine, members and representatives of the High Council of Justice, the High Qualification Commission of Judges of Ukraine, and also by the representatives of the international and civil society organizations.

The Council of Europe was represented by: Ms Genevieve Mayer, Head of the Department for the Execution of Judgments of the European Court of Human Rights,
Mr Pavlo Pushkar, Head of the Division of the above Department, Mr Marten Ehnberg, Head of the Council of Europe Office in Ukraine, Ms Lilit Daneghian, Head of Justice Sector Unit 1, Justice and Legal Co-operation Department, and Dr. Costakis Paraskeva, Lecturer of the University of Cyprus and Member of the European Committee for the Prevention of Torture.

The participants of the round table discussed effectiveness and institutional capacity of the existing legal mechanisms in Ukraine for the execution of judgments of the European Court of Human Rights, and analysed the obstacles to the full execution of the said judgments.

In the course of the discussion, the representatives of the legislative, executive and judicial branches of power have agreed on further work with the support of the Council of Europe aimed at the improvement of mechanisms of execution of the European Court of Human Rights judgments in Ukraine.
