Guidelines to boost electoral participation and representation

The CDDEM working group “Reykjavik Parameters of Democracy – framework and methodology for their application” (GT-P2) is working on a set of guidelines for member states to better understand the conditions that shape electoral participation and to address structural barriers that, combined with current trends of declining voter turnout, eroding trust in democratic institutions and polarisation, are pointing to a crisis of representation .

Across Europe, women and girls, persons with disabilities, persons from national minorities (including Roma and Travellers), migrant and refugees, young people, and LGBTI persons remain systematically underrepresented in democratic institutions. Equality and diversity in representation are essential to democratic legitimacy, the quality of decision-making, and public trust in institutions

The guidelines cover a wide range of issues from voter registration to candidacy and political campaigning and include both transversal and group-specific perspectives to promote equality and inclusivity. They also contain promising practices and practical tips to support policy making. The guidelines can also help the exchange of practices and innovative solutions among Council of Europe member states and other stakeholders.

The guidelines are expected to be finalised by the end of 2026.
