Roma and Travellers Division promotes use of educational and police tools in Ukraine

On 22 June 2026, the Council of Europe’s Roma and Travellers Division, together with the Cooperation Division (Kyiv Office) and the Odessa State University of Internal Affairs, organised an online webinar to promote the use of its educational factsheets and police toolkit on combating racially motivated crimes against Roma and Travellers.

The webinar brought together university professors, experts and practitioners to support the integration of these tools into academic teaching and training for future law enforcement professionals.

The activity was carried out by the Roma and Travellers Division in the framework of co-operation activities supporting the implementation of judgments of the European Court of Human Rights and with the support of two Council of Europe projects in Ukraine: Supporting the reform of the national minority legal framework and the resilience of national minorities and Roma in Ukraine and the joint EU–Council of Europe project Support for implementing European standards relating to anti-discrimination and rights of national minorities in Ukraine.

An interactive exchange with professors from the Odessa State University of Internal Affairs offered an opportunity to discuss challenges and opportunities in adapting the materials to national and institutional contexts. Participants shared perspectives and explored avenues that contribute to ongoing efforts to strengthen responses to racially motivated crimes against Roma and Travellers in line with Council of Europe standards.
