The Council of Europe will organise a conference to examine how, in the “algorithmic age”, emerging digital technologies create new challenges to human rights, democracy and the rule of law, and to discuss ways to address them. Experts from academia, policy, technology and international governance will discuss how new technologies that can monitor people's feelings, behaviour and identity may harm human dignity — and why protections are needed, especially for children. The conference will also look at how AI-generated content and algorithms are changing public debate and democracy. The event will take place on the eve of the first meeting of a new Council of Europe intergovernmental committee on new and emerging digital technologies that will also oversee the Council of Europe’s Framework Convention on Artificial Intelligence and Human Rights, Democracy and the Rule of Law, the world’s first AI treaty. The event will be webcast live.
