The main partners and beneficiaries of the Project are the Justice Reform Council under the President of Ukraine, Presidential Administration, Ministry of Justice, Ukrainian National Bar Association. Throughout the implementation period the project will closely co-operate with other Ukrainian stakeholders responsible for justice sector reform and international organisations engaged in justice sector reform in the country.

The main objective is to enable the Ukrainian justice sector stakeholders to make informed decisions on the reforms as a result of introduction of the Progress Review Methodology of Justice Sector Reforms (PRM) and the needs assessment of the UNBA, thus contributing to further consolidation of the reform.

The following results are expected:

  • Ukrainian stakeholders (including state authorities, civil society and international development partners) have the knowledge and skills to use the PRM to measure progress and impact of the justice sector reform efforts;
  • Ukrainian stakeholders start using the PRM in measuring the progress of the reform with technical and expert support of the Project;
  • The Justice Reform Council under the President of Ukraine is provided with technical and expert support in coordinating the collection, analysis and presentation of information as per the PRM;
  • Ukrainian National Bar Association’s capacity, structural and functional development needs are identified and recommendations for improvements are made.
