Back Open-source intelligence – video feedback of experts and participants of the training for SBI investigators and operatives

War crime investigations are definitely important in this contextual situation in Ukraine. That is why CEPOL and the Council of Europe are outing their best effort in order to provide the best support to their Ukrainian colleagues,” said Gianluigi Me, expert of CEPOL (European Union Agency for Law Enforcement Training) in the video review of the 5-day training for investigators and operatives of the State Bureau of Investigation, which took place in November 2022 in Warsaw.

During the training program, participants were instructed on utilization of open-source intelligence (OSINT) tools. These tools enable law enforcement agencies to acquire information from diverse sources, which facilitates the creation of a comprehensive criminal profile enhancing countermeasures against security threats, even in cases where physical access to the crime scene is not feasible.

Such intelligence is extremely important in wartime, as it can greatly assist in war crimes investigation, combatting collaborationism, and identifying assets obtained illicitly.

Currently, the Council of Europe is collaborating with CEPOL to develop new training programs for investigators and prosecutors on how to conduct online investigations of war crimes and bring perpetrators to justice, while upholding fundamental standards and rights.
