On 25-26 October 2018 in Kramatorsk (Donetsk oblast) the Forum “Efficient local government as a background of democratic and rule-of-law state” was held. The event was organised by Donetsk Oblast State Administration (Information and Internal Policy Directorate), Luhansk Oblast State Administration, Parliamentary Committee on State Building, Regional Policy and Local Self-Government, Ministry of Regional Development, Construction and Municipal Economy of Ukraine with the support of the Council of Europe:
- Programme “Decentralisation and local government reform in Ukraine”;
- Project “Internal Displacement in Ukraine: Building Solutions”;
- Project “Freedom of Media in Ukraine”, implemented within the European Union and Council of Europe joint programme “Partnership for Good Governance”;
- Project “Protecting national minorities, including Roma and minority languages in Ukraine”;
- Project “Strengthening the Protection of National Minorities in Ukraine”.
More than 200 people participated in the event, including members of the Parliament of Ukraine, representatives of central and local executive bodies, local self-government authorities and their associations, experts and academics, international partners.
The Forum included seven panel discussions on the following topics:
- local self-government development: achievements and further tasks;
- legislative regulation in the area of local self-government: agenda and challenges;
- strategic planning as an instrument of the new regional policy;
- co-operation in addressing IDPs issues: authorities – business – community;
- information space: public broadcasting and community media;
- children – community’s future;
- community safety instruments: financial mechanisms, state emergency service, national police, national minorities issues including Roma.
During the Forum the participants also learnt about European experience and standards in the relevant area.
