Council of Europe builds capacities of professionals from Sumska region on effective interagency cooperation in criminal proceedings involving children

On 25-28 May 2026, Council of Europe Project “Protecting the rights of Ukrainian children and ensuring child-friendly justice” in cooperation with the Prosecutor General’s Office and Prosecutors’ Training Centre of Ukraine has conducted the training "Models of effective interagency cooperation in criminal proceedings involving children" in Truskavets. The training is the direct follow-up of a series of capacity building sessions held during the previous phase of the Council of Europe Project “Protecting the rights of Ukrainian children during and in post-war context”.

The event brought together 26 representatives (14 females and 12 males) of prosecutor’s office, investigators, juvenile prevention, probation authorities, lawyers of the free legal aid system, penitentiary institutions and places of pre-trial detention, children’s services, guardianship authorities, and psycho-social support services of children working in Sumska oblast.

The goal of the trainings is to develop child-centered approaches and effective algorithms for interagency cooperation. During the four days of capacity building, participants developed general algorithms for interaction involving all relevant actors using a real-life case during the pre-trial investigation, at each stage of the trial, and at the stage of completing the child's contact with the child-friendly justice system.

The trainings are aimed at implementing the standards of the model of effective interagency cooperation in the process of implementing the Pilot Project for the Implementation of International Standards of Child-Friendly Justice in practical activities, in accordance with the Joint order of the Prosecutor General’s Office, the Ministry of Internal Affairs of Ukraine, the Ministry of Justice of Ukraine and the Ministry of Social Policy of Ukraine. This Pilot Project was launched in 2023 in six regions of Ukraine and expanded to 12 regions in 2024. As of July 1, 2025, the Pilot Project is being implemented throughout Ukraine.

The Council of Europe Project in cooperation with the Prosecutor General’s Office will further institutionalise a training curriculum on interagency collaboration response model "Directives in criminal proceedings involving children” to ensure a long-term impact during the war and post-war period.

The training curriculum delivered by a team of Council of Europe independent consultants - Silvia Berbec, Liudmyla Hrytsenko and Pavlo Parkhomenko.


The Council of Europe Project Protecting the rights of Ukrainian children and ensuring child-friendly justice” is implemented by the Council of Europe in the framework of the Council of Europe Action Plan for Ukraine ‘Resilience, Recovery and Reconstruction’ for 2023-2026.
