Legislative assistance to Armenia: Study on European standards on hate speech and comparative analysis of national legislative responses to hate speech, based on case studies from the Council of Europe member states

The Anti-Discrimination Department of the Council of Europe, in the framework of the PGG project “Strengthening access to justice for victims of discrimination, hate speech and hate crime in the Eastern Partnership countries”, developed a study on European standards concerning hate speech and a comparative analysis of national legislative responses to hate speech, based on a limited number of case studies from the Council of Europe member states. This study was developed in view of serving the legislative developments in the field of hate speech in the Republic of Armenia.

As part of the process of improving equality and its standards, the Ministry of Justice of the Republic of Armenia has requested the assistance of the Council of Europe on a study on standards related to hate speech and an analysis of good practices of legislative responses to hate speech from other Council of Europe member states. This study is the result of this process and will serve the national authorities in the Republic of Armenia to amend the current legislation and possibly develop new legislation on hate speech in the coming years.

The study includes chapters on international standards, and analysis of the particular context in Armenia, as well as recommended actions to respond to the challenge of hate speech.
