Piloting the RESIST Methodology: Empowering Europe Against Disinformation

The Council of Europe has introduced the RESIST methodology for assessment of societal vulnerabilities and strengths to disinformation - a pioneering, evidence-based framework designed to assess societal vulnerabilities and strengths in responding to disinformation, currently piloted across several countries. Throughout May and June, the piloting of this tool will guide countries and their stakeholders in mapping both policy achievements and implementation challenges across key policy areas including media, media and information literacy, education, culture and youth participation. This approach provides a comprehensive view of their societal resilience to information threats.

Built on three interconnected tiers, piloting of the RESIST methodology through targeted surveys enables measurement of community resilience are identification of vulnerabilities:
-    Tier One includes collection of statistical data, providing the contextual framework for assessing governmental policies; 
-    Tier Two consists of an institutional benchmark, supporting countries’ self-assessment related to policies aimed at strengthening societal resilience to disinformation;
-    Tier Three explores perceived implementation, assessing how these policies are put into practice and their real-world societal impact. 

By connecting these tiers, RESIST ensures that policy intentions are matched with practical action and tangible societal outcomes, creating a holistic assessment and facilitating targeted improvements.

After the pilot phase, the insights gathered will lay the groundwork for pairing countries in peer exchange activities - facilitating evidence-based dialogue and mutual learning to address policy and implementation gaps and strengthen societal resilience to disinformation.
