A 3-day specialised training on human rights and police proceedings, discrimination, and hate speech for the staff of the Sector of Internal Control and Professional Standards (SICPS) within the Ministry of Internal Affairs was held from 21 to 23 September 2015 in Ohrid. The training was delivered by three international and one national expert for a total of 28 inspectors dealing with citizens’ complaints regarding human rights violations committed by police officers.

The aim of the specialised training was to improve participants’ knowledge on conducting effective and efficient investigation upon the complaints from the citizens. The inspectors were trained on identification of the cases of discrimination and hate speech committed by police officers, including presentation on applicable national legislation and international standards, case law of the European Court of Human Rights, as well as relevant case studies.

The event was organized within the scope of the Joint Programme "Capacity Building of the Law Enforcement Agencies for Appropriate Treatment of Detained and Sentenced Persons”, funded by the EU and implemented by the Council of Europe.
