The Council of Europe (CoE) is currently implementing a Project on “Strengthening Rights and Conditions of Women in Prisons in Türkiye in line with International and EU Standards” until 30 September 2029. In that context, it is looking for up to 60 Provider(s) for the provision of international consultancy services in the field of strengthening the protection of and further advance women’s rights within the penitentiary system in Türkiye to be requested by the Council on an as needed basis.

Three areas of expertise required:

• Gender-sensitive prison and probation management
• Empowerment, rehabilitation, and reintegration of women prisoners and offenders
• Healthcare provision, including mental health, for women prisoners

Interested candidates are expected to submit their applications by the deadline of 17 July 2026 16h00 (GMT +03:00), in accordance with the Tender Rules and Documents enclosed in the Tender File.
