At their 1564^th meeting on 17 June, the Ministers’ Deputies discussed current political issues and held their regular exchange with Secretary General Alain Berset, as well exchanges of views with:

• Mr Andrzej Poczobut, winner of the 2025 Sakharov Prize [more information …]; and
• Mr Carlo Monticelli, Governor of the Council of Europe Development Bank (CEB), on the occasion of the Bank’s 70^th anniversary.

The Deputies adopted the following Recommendations to member States:

• CM/Rec(2026)8 - Recommendation on respect for autonomy in mental healthcare [more information …];
• CM/Rec(2026)9 - Recommendation on reducing sex- and gender-related inequities in organ donation and transplantation;
• CM/Rec(2026)10 – Recommendation on establishing harmonised measures for the protection of third-party gamete donors.

In addition, they heard a communication by Despina Chatzivassiliou, Secretary General of the Parliamentary Assembly, on the preparation of the 3^rd part of the 2026 Session (Strasbourg, 22-26 June 2026) and other Assembly activities.
