Call for tenders for the provision of intellectual consultancy services within the framework of the programmes of activity of the Reykjavik Process and Environment Service

The Council of Europe is currently implementing programmes of activity of the Reykjavik Process and Environment Service relating to the Strategy on the Environment (2025–2030), the Convention on the Conservation of European Wildlife and Natural Habitats (Bern Convention) and the European Diploma for Protected Areas, the Landscape Convention (Florence Convention), and the Convention on the Protection of the Environment through Criminal Law.

In line with the conditions of the tender, the Council of Europe is looking for a maximum of 95 Providers (provided enough tenders meet the criteria indicated in documents of the call) in order to support the implementation of the programmes of activities with a particular expertise on conservation of wild flora and fauna and their natural habitats or protection, management and planning of the landscape or prevention and combating environmental crime.

This Contract is currently estimated to cover up to 200 tasks, to be held by 31 October 2031, and the total amount of the object of present tender should in principle not exceed 800 000 Euros for the whole duration of the Framework Contract. This estimate is for information only and shall not constitute any sort of contractual commitment on the part of the Council of Europe. This call for tenders will be closed on 31 August 2026 at 16:00:00 GMT.
