The Project on internal displacement has provided a grant for developing a digital platform on destroyed and damaged houses and housing solutions on community level

As a result of the full-scale war against Ukraine that started on 24 February 2022, over 110,000 individual houses and 12,000 apartment buildings have been destroyed or damaged. Consequently, over 2.5 million people across the country have lost their homes and are seeking for housing solutions along with other internally displaced persons (IDPs) and conflict-affected people.

The Council of Europe Project “Internal Displacement in Ukraine: Building Solutions. Phase II” has provided a grant to All-Ukrainian NGO “Housing Ukraine”, a recognised national think-tank in the field of housing policies and solutions, to implement an action “Facilitating access to housing solutions for IDPs and conflict-affected people on community level”.

The action will facilitate access to housing for IDPs and conflict-affected people by developing a digital platform for the mapping and reconstruction of houses destroyed or damaged as a result of the military aggression against Ukraine, and will pilot it at the community level. The grant promotes an inclusive participatory approach in developing housing solutions based on the engagement of civil society, IDPs and conflict-affected people.

Ivanivska rural amalgamated community in Chernihiv region was selected as a pilot community to test the digital platform. It has suffered severely from military attacks. The digital platform will serve as a source of reliable verified data on the scale of housing damage and the list of beneficiaries of housing assistance for potential donors.

NGO “Housing Ukraine” is implementing activities within the grant in close cooperation with the local authorities and under coordination of the Commissioner on IDPs and the Ministry for Reintegration of the Temporarily Occupied Territories of Ukraine. It will ensure the multiplication of the results of the grant Ukraine-wide.
