The Committee of Ministers decided, in the context of the procedure launched under Article 8 of the Statute of the Council of Europe, that the Russian Federation ceased to be a member of the Council of Europe as from 16 March 2022. On 23 March 2022, it adopted Resolution CM/Res(2022)3 on legal and financial consequences of the cessation of membership of the Russian Federation.
Although the Russian Federation ceased to be a High Contracting Party to the Convention on 16 September 2022, it remains bound by obligations under the Convention, including to implement judgments of the Court, in accordance with Article 58 of the Convention, and the Committee of Ministers continues to supervise the execution of the judgments and friendly settlements concerned.
In 2022-2025, the Secretariat of the Committee of Ministers prepared information documents and notes on the strategy for execution of judgments against the Russian Federation (see CM/Inf/DH(2022)18, CM/Inf/DH(2022)25; CM/Inf/DH(2023)22, CM/Notes/1514/H46-A3, and CM/Notes/1545/A3.
The Committee of Ministers in its relevant decisions adopted these strategy proposals, requested the Secretariat to put them into effect, and decided to keep the strategy under its regular review (see CM/Del/Dec(2022)1436/A2a, CM/Del/Dec(2022)1451/A2a, CM/Del/Dec(2023)1475/A2a, CM/Del/Dec(2024)1514/A3, CM/Del/Dec(2025)1545/A3).
The strategy is built around the necessity of continued supervision of cases and adoption of decisions by the Committee, particularly in inter-State and conflict related cases, as well as in new and impact judgments; stock-taking; cooperation with international organisations and civil society; and enhanced visibility.
Based on this strategy, between March 2022 and December 2025, the Committee adopted 63 decisions in 73 leading cases/groups covering 27 subjects in respect of the Russian Federation.
In accordance with this strategy, the following documents have now been made public:
- a general information document setting out the individual and general measures needed for the effective implementation of all pending Russian cases (CM/Inf/DH(2026)5, to be updated for each DH meeting with further information on the measures required, reflecting the decisions to be taken by the Committee);
- a register of outstanding just satisfaction awards, to be updated regularly to show the amount of default interest accrued. A register of just satisfaction in the inter-state cases is also provided.
