Pilot Training of Trainers on Inter-Agency Cooperation in Civil Proceedings Involving Children in Slovenia

On 5 December 2025, within the framework of the joint EU-CoE project “Ensuring the best interests of children in civil court proceedings in Slovenia”, a Pilot Training of Trainers on Inter-Agency Cooperation was delivered at the Ministry of Justice in Ljubljana and online. The training brought together over 44 professionals from courts (including 4 family judges), social work centres, the Ombudsperson’s office, the forensic services, civil society organisations, as well as guardians ad litem, to strengthen coordinated responses in civil court proceedings involving children.

Developed in collaboration with PIC, the Legal Centre for Human Rights and the Environment, in close collaboration with the Ministry of Justice, this pilot training aims to strengthen a shared understanding of institutional responsibilities and to support more coordinated, child-centred practice across all actors involved before, during and after civil proceedings.  The module presents the work of individual services and their respective competences, as well as the ways in which they connect and cooperate. It focuses on the roles of services and professionals engaged in civil court proceedings involving children before the courts and social work centres, and on the interactions that shape decision-making in these cases. 

The training aims to:

  • Strengthen the understanding and practical skills of all professionals involved in civil proceedings concerning children, with a focus on the roles and responsibilities of the various services engaged in such cases
  • Improve inter-agency and multidisciplinary cooperation in practice
  • Ensure the best interests of children in civil court proceedings in Slovenia through inter-agency cooperation

The pilot marks an important step toward building a sustainable, interdisciplinary network of trainers capable of supporting systemic improvements in child-protection practices across Slovenia.
