On the occasion of the International Day for the Elimination of Sexual Violence in Conflict, the Council of Europe’s Consultation Group on the Children of Ukraine (CGU) reaffirms its firm commitment to promoting accountability, protection and effective remedies for children affected by conflict-related sexual violence.

Conflict-related sexual violence remains one of the gravest violations of international human rights, international humanitarian and criminal law in situations of armed conflict. Children face specific vulnerabilities and long-term consequences resulting from this form of violence, making child-sensitive, survivor-centred and trauma-informed responses essential.

Addressing this grave crime has been identified as a priority area of the CGU work. Through its multilateral platform, the CGU facilitates dialogue and co-operation among Ukrainian authorities, Council of Europe member states, international organisations, civil society and independent experts to promote child-sensitive, survivor-centred accountability mechanisms and to ensure that the rights and needs of children affected by conflict-related sexual violence are effectively addressed.

As part of these efforts, the CGU will hold a Thematic Expert Exchange on “Advancing accountability, protection and remedies for children impacted by conflict-related sexual violence” during the upcoming plenary meeting. The exchange will examine international standards and practices, identify existing challenges, and explore promising practices of child-friendly and survivor-centred approaches to justice and remedies for affected children.

The discussions will contribute to ongoing efforts to strengthen accountability for violations of children's rights in the context of the Russian Federation’s war of aggression against Ukraine and promote effective protection and support for children affected by conflict-related sexual violence.
