The Council of Europe has marked the fourth anniversary of Russia’s war of aggression against Ukraine with a ceremony emphasising solidarity, peace and accountability.

“Ukraine lives in all of us. Now is the time for peace, for reconstruction, for a free Ukraine in a secure Europe,” said Secretary General Alain Berset. “We ensure that law prevails over force. Peace cannot be built on impunity – it must be built on democratic security,” he added.

Ambassador Daniela Cujbă, Permanent Representative of Moldova to the Council of Europe, speaking on behalf of the Committee of Ministers’ Presidency, highlighted the courage of the Ukrainian people. “Today, we honour the victims of war and the extraordinary bravery and resilience of the Ukrainian people. We stand with Ukraine with a firm belief that peace, freedom, justice and dignity must prevail. The future of Ukraine is intrinsically linked with the future of Europe.”

In a strong tribute, Ambassador Mykola Tochytskyi, Permanent Representative of Ukraine, declared: “We honour the memory of all defenders who have fallen for a free Ukraine. We will defend our independence. We will not betray our heroes, we will not betray Ukraine, we will not betray Europe.”

The Mayor of Strasbourg, Jeanne Barseghian, attended the ceremony alongside the many participants who gathered for the occasion.

On 24 February, the 46 nations of the Council of Europe reaffirmed their unwavering support for Ukraine and condemned attacks on vital infrastructure during extreme winter conditions.

As a sign of solidarity, the Council of Europe’s main building was illuminated in the colours of the Ukrainian flag, symbolising unity and hope.

In addition, an exhibition entitled “Living through the war” was opened and will run until 27 February.
