Voltar Media ownership and financing platform

As part of its commitment to increasing media transparency and fostering equal conditions in the media sector, Croatia has launched a dedicated Media Ownership and Financing Platform.

Developed by the Agency for Electronic Media, this digital system enables the public disclosure of detailed information about the ownership structures and funding sources of Croatian media outlets.


Purpose and Functionality

The platform is designed to:

  • Promote greater transparency in media ownership;
  • Provide public access to financial data on media operations;
  • Ensure fairer conditions for all stakeholders within the media environment.

Key features of the platform include:

  • Ownership information: From registered media entities to their ultimate beneficial owners, including natural persons;
  • Financial disclosures: Annual revenue breakdowns by category, including:
    • Media-related income;
    • State aid and public funding from local and regional authorities;
    • Revenues from state-owned enterprises;
    • Commercial and aggregated income;
  • Concession data: Public access to media concession agreements, duration, programme bases, and key responsible individuals;
  • Media portfolios: Listings of media services per provider and relevant market share data;
  • Regulatory oversight: Published measures imposed by the Electronic Media Council.

Development and Funding

The platform was developed as part of Croatia’s National Recovery and Resilience Plan (NRRP), under the measure titled "Establishment of a media fact-checking and public data disclosure system".

Funding was provided through the European Union’s Recovery and Resilience Mechanism, with implementation by the Ministry of Culture and Media and the Agency for Electronic Media.
