The Council of Europe’s Committee of Ministers has published the case-by-case decisions taken during its meeting from 2 to 4 December on the supervision of the implementation of judgments and decisions from the European Court of Human Rights.
The Committee of Ministers adopted 45 decisions concerning 24 states during the meeting, including its first decision on the wide-ranging Ukraine and the Netherlands v. Russia case covering numerous serious human rights violations committed by Russia in Ukraine since 2014, including the downing of flight MH-17.
The Committee also adopted 47 Final Resolutions in respect of 100 judgments and decisions from the European Court, concerning 21 different states.
In addition, the Committee adopted an indicative list of cases to be examined during its next meeting on the execution of rulings from the European Court, which will take place from 9 to 11 March 2026.
Under Article 46 of the European Convention on Human Rights, judgments from the European Court of Human Rights are binding on the states concerned. The Committee of Ministers supervises the execution of judgments on the basis of information provided by national authorities, civil society organisations, National Human Rights Institutions (NHRIs) and other interested parties.
