A delegation from the Council of Europe's Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT), led by its President, Alan Mitchell, held talks in Paris on 2 March 2026 with Manon Delaune-Perrière, Head of the Private Office of the Minister of Justice, and other senior officials.

The discussions focused on the current situation in French prisons and the measures taken by the French authorities, particularly to overcome prison overcrowding. Given the negative impact of overcrowding on all aspects of life in detention, the President of the CPT stressed the importance of taking resolute and effective measures to improve detention conditions and ensure respect for dignity in prison. The issue of specific care for incarcerated children was also raised in light of the reports of the CPT’s 2023 and 2024 visits to France.

In the context of this constructive and open dialogue, the delegation paid particular attention to the various measures taken or being prepared by the French authorities concerning these issues.

The delegation was led by Alan Mitchell, President of the CPT, and Kristina Pardalos, and supported by Julien Attuil-Kayser of the CPT Secretariat.
