If we are to avoid defeatism, we need to harness the energy and ideas required to address the weaknesses that have emerged in our democracies. No stone should be left unturned.

We need to ask questions about the role that our cultures, identities and education might play in revitalising democratic life and citizenship. We need to think about how we can change democratic structures and institutions so that they address people’s priorities – and are seen to address their priorities. We need to ask not just how government should adapt, but what role we might expect business, communities, civil society, individuals and the international community to play. The influence of each of these has changed over recent years, sometimes beyond recognition. So, whose responsibility is it really if we want to reboot democracy?

Annette Gerlach from Berlin is a bilingual journalist and TV host for ARTE, the European cultural channel she joined when it was founded in 1992. She presents the daily news programme as well as prestigious live music events from La Scala in Milan, La Fenice in Venice, the Paris Opera, the Berlin Philharmonic, the Salzburg Festival, the Mariinsky Theatre in Saint Petersburg, the Bolshoi in Moscow and the Savonlinna Festival in Finland. She is also in charge of developing Educ'ARTE and ARTE Campus in Germany, ARTE's educational tools for schools and universities. Annette Gerlach is a regular speaker at conferences, round tables, symposia or award ceremonies for the Council of Europe or the European Parliament, among other institutions and associations. She also does coaching for television and stage presentations.

Alex Taylor is a European journalist. He has produced and presented TV and radio programmes for 30 years, mainly on French TV and radio (France Télévisions, France Inter), but also for international broadcasters (Euronews, TV5 Monde, ARTE, BBC). He was Programme Director for Radio France Internationale in charge of implementing the current 24 hours news format. Parallel to journalism, he has hosted some 1 500 international conferences on a wide variety of topics, especially environmental issues. He has also written a best seller on his passion, languages, of which he speaks (more or less) 7. He also once worked as a camel trainer in a circus.

Kalla Ankourao is a Nigerien politician. A member of the Nigerien Party for Democracy and Socialism (PNDS), he was Minister of Public Health from 1995 to 1996 and Minister of Equipment from 2011 to 2012. During the 1980s, Ankourao worked at the Ministry of Public Works and Urban Planning as Director of Urban Planning. Ankourao was elected to the National Assembly of Niger in the February 1993 parliamentary election as a PNDS candidate in Maradi Department. Following the January 1995 parliamentary election, he was appointed Minister of Public Health in the government named on February 25, 1995. He was later elected to the National Assembly in the December 2004 parliamentary election as a PNDS candidate from Maradi Department and became President of the PNDS Parliamentary Group during the parliamentary term that followed. As of the Fourth Ordinary Congress of the PNDS in September 2004, Ankourao is a member of the party’s National Executive Committee as Second Deputy Secretary-General. After Mahamadou Issoufou took office as President on 7 April 2011, Ankourao was appointed to the government as Minister of Equipment on 21 April 2011. He was elected to the National Assembly in the February 2016 parliamentary election.

Oleksandr Korniyenko is a Ukrainian politician, the First Deputy Chief of the Parliament of Ukraine, and a former Head of the Servant of the People political party. Co-chair of the Ukraine-NATO Interparliamentary Council, he is one of the rulers of Decentralization Reform and Public Administration Reform in Ukraine. He supports the development of youth policy in Ukraine and has more than 10 years of experience in business coaching and development consulting.

Salome Zourabichvili has been the President of Georgia since 2018. She has studied in France and the United States. After serving as Extraordinary and Plenipotentiary Ambassador of France to Georgia, she served as Minister of Foreign Affairs of Georgia. Salome Zourabichvili is the founder of the political party “The Way of Georgia”. She has been an Associate Professor of International Relations at the Institute of Political Studies in Paris, France and has led the United Nations Security Council monitoring group on sanctions against Iran.
