A delegation from the Committee of MinistersRapporteur Group on Democracy (GR-DEM), composed of Permanent Representatives from five member States,[1] is visiting Kyiv and has participated in the annual meeting of the steering committee of the Council of Europe's Action Plan for Ukraine: “Resilience, Recovery and Reconstruction” 2023-2026. This Action plan – the most important in the Organisation's history – aims to heighten the resilience of public institutions through strengthening democratic governance and the rule of law, to protect citizens’ human rights, and to support Ukraine’s European perspective reform agenda.

Several meetings with the Ukrainian authorities are also on the agenda for the visit. Ambassador Caitriona Doyle, who is leading the delegation, said: “We are here to gather first-hand information on the situation in the country, but also to demonstrate the Council of Europe's solidarity and unwavering support for as long as the Ukrainians need us to help them cope with the terrible consequences of Russia's war of aggression against Ukraine.”
