European live action fiction films get 47% of their budget from direct public funding and production incentives

The European Audiovisual Observatory has just published a new report on the financing sources of European films

This new study reveals that direct public film funding remains the single most important financing source of European theatrical fiction films. Public film funds contributed 27% of the total financing films analysed in this new report. For the second year running, production incentives remained the second most important financing source, accounting for 20% of total financing volume. These figures are based on 2022 film data.

The median average budget of a European theatrical live-action fiction film released or scheduled to be released in 2022 was EUR 2.19 million.

Both average budgets as well as financing structures differ significantly between markets. In particular, the larger the film market analysed, the smaller the percentage of direct public funding in the film financing. This is also true when one looks at the size of a film budget; the larger the budget, the smaller the percentage of direct public funding in the budget’s structure.

These are the findings of the Council of Europe’s European Audiovisual Observatory in this year’s edition of this annual report “Fiction film financing in Europe: A sample analysis of films released in 2022”. This report analyses the budget of over 700 European films and provides unique insights on film financing and budgets in Europe.
