By letter dated 10 July 2026, Mr Taras Kachka, Deputy Prime Minister of Ukraine for European and Euro-Atlantic Integration, requested an urgent opinion of the Venice Commission of the Council of Europe on the Draft Law on Amendments to the Law "On the Judiciary and the Status of Judges" and Certain Other Laws Concerning the Selection Procedures for Members of the High Qualification Commission of Judges (HQCJ) and the High Council of Justice (HCJ).

The urgent opinion will be prepared jointly with the Directorate General of Human Rights and Rule of Law (DGI). It will be issued in due course and submitted for endorsement at the October 2026 Plenary Session of the Venice Commission.
