The Constitutional Court of Montenegro hosted a high level International Conference “On the Constitution, State and Democracy“, on the occasion of the 20 years of the Constitution of Montenegro, which took place from 1st to 4 October 2026, in Tivat

Mr Christoph Grabenwarter, member of the Venice Commission in respect of Austria, Mr Martin Kuijer, member of the Venice Commission in respect of Netherlands, and Ms Simona Granata-Menghini, Director/Secretary of the Venice Commission, took part in the Conference.

Mr Grabenwarter and Ms Granata-Menghini intervened during a session dealing with Constitutional Challenges and Institutional Capacities in Montenegro’s Accession to the European Union and the question on how to Ensure an Effective Rule of Law. The intervention of Mr Kuijer took place in a session on “The Use of AI Tools in Constitutional Adjudication: Support or Threat to Constitutional Court Independence – Perspectives, Risks, and Ethical Dilemmas.”

The speakers discussed the Rule of Law and emphasised the importance of the Updated Rule of Law Checklist developed by the Venice Commission and emphasized their importance as a benchmark for assessing constitutional systems. Montenegro’s constitutional history, as reflected in the Venice Commission Opinions, was also examined and highlighted.
