On 15 and 16 September 2025, a delegation of the Venice Commission of the Council of Europe conducted a visit to Madrid, Spain, in the context of preparation of the Opinion on the manner of election of the judicial members of the General Council of the Judiciary. The Opinion was requested by the Spanish General Council for the Judiciary.
The delegation had exchanges of views with the Minister of the Presidency, Justice and Relations with the Cortes, the Presidents of the Congress and Senate and members of political groups in both chambers, the members of the General Council for the Judiciary, the President and Judges of the Supreme Court, the Association of Prosecutors, the General Council of Spanish Lawyers, and civil society organisations.
The draft Opinion will be submitted for adoption at the 144th Plenary Session of the Venice Commission (9-10 October 2025).
