Republic of Moldova - Visit to Chisinau for the forthcoming Joint Opinion on the draft law on the Prosecution Office for Anticorruption and Combatting Organised Crime

Following a request from the President of the Parliament of the Republic of Moldova, the Venice Commission of the Council of Europe and the Directorate General of Human Rights and Rule of Law (DGI) are preparing a draft Joint Opinion on the draft Law on the Prosecution Office for Anticorruption and Combating Organised Crime, for adoption at the 145th Plenary Session of the Venice Commission (12–13 December 2025).

On 10–11 November 2025, a delegation of the Venice Commission and DGI carried out a visit to Chișinău, during which they held meetings with members of Parliament, the Minister of Justice, the Acting President of the Supreme Court of Justice, the Acting Prosecutor General, the Chief Prosecutors of the Anti-Corruption Prosecutor’s Office and the Prosecutor’s Office for Combating Organised Crime and Special Cases, the Director of the National Anti-Corruption Centre, and members of the Superior Council of Prosecutors and the Superior Council of Magistracy. The delegation also met with the representatives of the President’s Administration, the Ministry of Internal Affairs, civil society organisations, judicial associations, and the EU Delegation to the Republic of Moldova.

The draft Joint Opinion is being prepared under the Quick Response Mechanism (QRM), within the framework of the European Union and Council of Europe joint programme Partnership for Good Governance, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
