On 16 and 17 July 2026, a delegation of the Venice Commission of the Council of Europe conducted a visit to Chișinău, Republic of Moldova, in the framework of the preparation of the Opinion on the draft Code on the organisation and functioning of the Parliament. The Opinion was requested by Mr Igor Grosu, the President of the Parliament.
The delegation of the Venice Commission had exchanges of views with parliamentarians of the governing majority and the opposition, as well as with representatives of the Ministry of Justice, the European Integration Office of the State Chancellery, the Constitutional Court, the Superior Council of the Magistracy and the Superior Council of Prosecutors, the People’s Advocate Office, as well as with civil society organisations and international partners present in the Republic of Moldova.
The draft Joint Opinion is being prepared under the Quick Response Mechanism (QRM), within the framework of the European Union and Council of Europe joint programme Partnership for Good Governance, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
The draft Opinion will be submitted for adoption at the October Plenary Session of the Venice Commission (9-10 October 2026).
