Republic of Moldova – Forthcoming opinion – Country visit

On 4 and 5 May 2026, a delegation of the Venice Commission conducted a visit to Chisinau, Republic of Moldova, in preparation of the Joint Opinion of the Venice Commission and the Directorate General of Human Rights and Rule of Law (DGI) of the Council of Europe on Amendments to Laws No. 65/2023 and 252/2023 regarding appointment to judicial and prosecutorial evaluation commissions. The Opinion was requested by Mr Igor Grosu, President of the Parliament of the Republic of Moldova.

The delegation had exchanges of views with  representatives of majority and opposition parties of Parliament, the Ministry of Justice, the Superior Council of the Magistracy, the Supreme Court of Justice, the Central Court of Appeal, the Superior Council of Prosecutors, the General Prosecutor’s Office ,  Anti-Corruption Prosecution Office, the Prosecution Office for Combating Organised Crime and Special Cases, the Commission for the Evaluation of Judges, the Commission for the Evaluation of Prosecutors, as well as with some civil society organisations and international partners represented in the Republic of Moldova.

The draft Joint Opinion is being prepared under the Quick Response Mechanism (QRM), within the framework of the European Union and Council of Europe joint programme Partnership for Good Governance, co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.

The draft Opinion will be submitted for adoption at the June 2026 Plenary Session of the Venice Commission (Venice, 12-13 June 2026).
