Pre-electoral training: Peculiarities of examination and settlement of electoral disputes ahead of the Parliamentary elections of the Republic of Moldova

The Venice Commission and the Council of Europe Office in Chișinău, together with the Central Election Commission, the Centre for Continuous Electoral Training, and the National Institute of Justice of the Republic of Moldova, co-organised a training on “Peculiarities of examination and settlement of electoral disputes”. The training took place on 29 May 2025 in Chișinău.

The event brought together Moldovan judges, prosecutors, and dedicated electoral staff, representatives of the Venice Commission and local experts in electoral matters.

In light of the Republic of Moldova’s upcoming parliamentary elections in September 2025, the sessions addressed key issues on election-dispute resolution, including an overview of the electoral legislation of the Republic of Moldova as well as key legal and procedural aspects, such as the admissibility of complaints, the burden of proof, or conflicts of jurisdiction. In view of the recent introduction of out-of-country postal voting in Moldovan elections and its planned expansion for the upcoming parliamentary elections scheduled for September 2025, the session also delved into related European standards and case-law of some member states of the Council of Europe.
