On 15 and 17 September 2026, a delegation of the Venice Commission held a series of online meetings in preparation for the Opinion on the powers of the President in the context of the oath-taking of the judges of the Constitutional Tribunal and of other judicial appointments. This opinion was requested by Ms Elvira Kovács, Chairperson of the PACE Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee).

The delegation held exchanges with Chancellery of the President of the Republic of Poland, Members of Parliament, including from the ruling coalition and the opposition, as well as the Ministry of Justice, Constitutional Tribunal, National Council of the Judiciary and the Ombudsperson’s Office. Il also met with civil society organisations and professional associations.

The draft opinion is scheduled for discussion and adoption at the October Plenary Session of the Venice Commission (9-10 October 2026).
