On 24 and 25 April 2025, a delegation of the Venice Commission of the Council of Europe conducted a visit to Podgorica, Montenegro, in the framework of the preparation of the Opinion on some questions relating to the procedure of early termination of the mandate of Constitutional Court judges for age limits. This Opinion was requested by the Prime Minister of Montenegro on 25 March 2025. The Venice Commission delegation met with the President of Montenegro and representatives of the Ministry of Justice, the Supreme Court, the Constitutional Court, the Judicial Council, the Members of the Parliament of both the ruling and opposition parties, the delegation of EU to Montenegro, as well as with representatives of several non-governmental organisations.

The draft Opinion will be submitted for adoption to the 143rd Plenary Session of the Venice Commission (13-14 June 2025).
