On 28 and 29 August 2025, a delegation of the Venice Commission of the Council of Europe conducted a visit to Budapest, Hungary, in the framework of the preparation of the Opinion on the compatibility with international human rights standards of the 15th amendment to the Fundamental Law. This Opinion was requested by the President of the Committee on Equality and Non-Discrimination of the Parliamentary Assembly of the Council of Europe on 26 May 2025. The Venice Commission delegation met with representatives of the Ministry of Justice, the Ministry of Culture and Innovation, the Supreme Court, the members of the Parliament of both the ruling and opposition parties, as well as with representatives of several non-governmental organisations.
The draft Opinion will be submitted for adoption at the 144th Plenary Session of the Venice Commission (9-10 October 2025).
