By letter of 29 June 2026, Ms Elvira Kovács, Chairperson of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) requested an urgent opinion of the Venice Commission of the Council of Europe on the 2026 legislative amendments concerning the registry of non-governmental organisations, the registry of NGO members and the criminal liability of registered NGO members.
The Urgent Opinion was issued on 28 September 2026 and will be submitted for endorsement at the October Plenary Session of the Venice Commission (Venice, 9-10 October 2026).
