On 30 July 2025, a delegation of the Venice Commission of the Council of Europe held a series of online meetings in preparation of the Opinion on the Law on the Registration of Foreign Agents, the amendments to the law on grants, and other Laws relating to foreign influence. This opinion was requested by the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe (Monitoring Committee) of the Parliamentary Assembly of the Council of Europe (PACE). The delegation engaged in discussions with the Public Defender’s Office of Geogia, the Communications Commission, representatives of the Opposition, International Community, as well as with civil society organisations.

It is planned to submit the draft Opinion for adoption at the 144th Plenary Session of the Venice Commission on 9-10 October 2025.
