By letter dated 20 October 2025, Ms Leena Meri, Minister of Justice of Finland, requested an opinion of the Venice Commission of the Council of Europe on the draft amendments to the Constitution of Finland regarding the independence of the judiciary.

The draft opinion is scheduled for discussion and adoption at the 146th Plenary Session of the Venice Commission (Venice, 6-7 March 2026).
