On 5 and 6 February 2026, a delegation of the Venice Commission of the Council of Europe conducted a visit to Helsinki, Finland, in the framework of the preparation of the Opinion on the draft amendments to the Constitution of Finland regarding the independence of the judiciary. This Opinion was requested by Ms Leena Meri, Minister of Justice of Finland. The Venice Commission delegation had exchanges of views with representatives of the Ministry of Justice, the Supreme Court, the Supreme Administrative Court, the Judicial Appointments Board, the Constitutional Law Committee of the Parliament, the Parliamentary Ombudsman and the Human Rights Centre, the Chancellor of Justice and the Prosecutor General’s Office. The delegation also met with civil society organisations and professional organisations.
The draft Opinion will be submitted for adoption at the 146th Plenary Session of the Venice Commission (6-7 March 2026).
